Dr Boullin undertook his undergraduate medical training at Imperial College, London. His specialist cardiology training was in the Wessex and London regions. He was awarded his research MD with Southampton University in 2008. His first consultant post was at the Norfolk and Norwich University Hospital where in 2011 he set up and led the ablation service in Norfolk. During this period he undertook complex ablation procedures at the internationally renowned Barts Heart Centre in London - the largest centre in the UK for this treatment.

In February 2017 Dr Boullin relocated back to the south coast working at Dorset County Hospital and University Hospitals Dorset. He established a dedicated arrhythmia service in west Dorset in order to increase provision of care to this region. From 2023 he has focused his work at University Hospitals Dorset. He practices in all areas of cardiology, specialising in the management of heart rhythm problems. He performs ablation procedures, for atrial fibrillation and many other arrhythmias. He implants pacemakers, defibrillators and cardiac resynchronisation therapy devices (for heart failure). He strives to ensure all people across Dorset receive the very best care for their heart problems.
